Interesting, the rules never that you choose to cut your
burst short, it only says that you should roll for the entire
burst in bursts of 3. I would however rule that you can 
choose the number of bursts you want to fire in an
action. A little practice (and a desperate desire to
save the precious ammo) should allow any shooter to
fire short bursts. I might consider requiring a Shootin'
tests for my players to do that but that would only slow
the game down.
