[HOE] Burst

When a weapon has a ROF of 9, will it then be able to
only fire 6 bullets at a time (2 bursts instead of
3)??? We have so far let this be possible, but the
question was raised in the last session and the
almighty Marshal wanted to consult the other twisted
minds of the listserv. Your input is much appreciated.
