The character in question is a light can cyborg, so he's got 4 levels of
armour everywhere, EMP shielding, plasma sword, spirit blaster, hydraulic
legs, GPS.  He also totes around a sniper rifle.  He's a pretty tough
cookie.

So, an evil doppleganger would be pretty nasty, although with the rest of
the party jumping on the real cyborg's side (including 2 Doomsayers, a
Templar, a Syker and an old mean geezer), they'd be able to figure things
out pretty quick and shorten the doppleganger's life pretty quick.  I guess
if I used a doppleganger cyborg then I'd make him start to do things really
subtle in order to make people more fearful of the actual cyborg.

What nice about the Los Diablos - the character has a deal with the critter
himself (as it's immune to all other damage except the character it's trying
to kill).  That and the "devil's own herd" tramples everyone else near the
cyborg.  Perhaps an updated version of Los Diablos and the herd that fits
with the HoE theme a bit more?

Still another option is trying to make the PC cyborg give into his despair -
he's got the "angst" hindrance, and always drones on about the horror of
undeath when given the chance.  Perhaps having a few mental battles with
demons that show him the worst parts of his life and try to entice him to
off himself?

Finally, I nasty card to play would be to have his AI malfunction and start
identifying his companions (at least the ones with Arcane Backgrounds) as
abominations which is part of his programmed directives to destroy... I
think that would end up having himself sticking the plasma sword in his own
head to stop from killing his companions.... heh.  :-)
