[HOE] Looking for the "LOOKER" Pistol Stats

I don't know if anyone, besides me, saw the movie "Looker."  I won't give a
huge synopsis but it was about a Plastic Surgeon finding that his
ex-patients were being murdered.  This leads to a plot to develop subliminal
advertising.

The pistol, that was called "LOOKER," was about a series of light pulses
that would cause anyone who looked at them directly to go catatonic for an
amount of time.  They would just set there and then snap out of the
catatonia and find themselves 5 or more hours into the day.  With their sink
running over with water.

I was wondering if anyone may have done the stats on this weapon.  I want to
use it in the Boise Horror as an alternative method and plot point.
