And when the next session starts, you draw those same chips back out
of the pot before anyone draws their three new chips.  That makes it
clear that

In a sense. At any time, you can "cash in" chips for bounty points
according to the formula you clearly know. The chips go back in the
pot. There's no limit on bounty point accumulation, but they can
never be turned back into chips.

Marshal's choice :) I tend to check everything near the target line,
from nearest to farthest.
