Thanks for the reply.  I was thinking they were more BP than they are.  So a
bunch of stolen Riot Shields into a crowded room with some angry templar's
or milita members wouldn't exactly be a good thing for the bad guys, even
with surprise on their side.  I don't really want to use Junker tech because
the Black Hat's aren't exactly people who would have a huge abundance of
Junker Tech.  If Denver can't make it, they typically won't have it in bulk.
Back to the drawing board...

most pieces of armor, the riot shields are designed to deflect non-direct
fire bitz (debris, shrapnel, etc) and provide a morale boost to the user.
There are some heavier versions, but they are REALLY heavier--more like
mantlets than shields.  I'd give a regular lexan riot shield an AV of 2,
since they really won't stop all but the most under-powered bullet. Of
course, you can argue the advance of tech has boosted them up, so use
whatever you feel is appropriate for the situation against your posse's
firepower.
