During the riots at the Cuban and Haitian refugee camps we (the US) had set up in Panama in the 94-95 timeframe, some of the Cubans could break the shield down the middle with a well-placed baseball-style hurled rock. Like most pieces of armor, the riot shields are designed to deflect non-direct fire bitz (debris, shrapnel, etc) and provide a morale boost to the user. There are some heavier versions, but they are REALLY heavier--more like mantlets than shields.  I'd give a regular lexan riot shield an AV of 2, since they really won't stop all but the most under-powered bullet. Of course, you can argue the advance of tech has boosted them up, so use whatever you feel is appropriate for the situation against your posse's firepower.
