This is way too harsh for unpowered armor. (Actually I think it's too harsh for
powered armor as well, but moreso for regular stuff.) Something like a
bulletproof vest will be able to take at most two hits before becoming useless,
and more likely only one. As far as powered armor goes, this rule means that
it's impossible to kill someone in a Diablo or X-Suit (both AV 4, if I remember
correctly) without destroying either the torso or head of the suit. A single
well-aimed sniper's bullet shouldn't should be able to kill the wearer without
damaging the suit that much.
