I feel obligated to mention that you can simulate this pretty well with 
a mix of the Martial Artist package, the 'Cup Runneth Over' hindrance, 
and a few psyker powers for the more esoteric abilities...

The why behind the background is somewhat odd as well, but the usual 
disclaimer applies if you and your posse enjoys it....
