I'm fairly sure that AP bullets are the only AP attack that loses a die against
unarmored opponents. Other AP attacks just do their normal damage. So, an AP
sword, rocket, etc. would not lose a die against either light or no armor.

Hell on Earth, pg. 97:

"AP ammo doesn't expand and cause as much damage as regular bullets against
unarmored targets, however. When used against targets in light or not [sic]
armor, reduce the damage by one die (not die type)."

Okay, the entire discussion of the armor-piercing mechanic only appears to
specifically reference bullets. However, since it does say that the damage drop
against unarmored targets is due to reduced expansion (a property intrinsic to
bullets, not other weapons), I would think that it's fair to say that other AP
weapons don't lose the die.
