Well, there isn't really such a thing as a fully cybernetic head.  There's a
cyberskull option, but it's basically just like armor plating replacing the
bone.

What I'd do is simply say that any damage taken to the head, even if the Can
has a cyberskull, is treated like normal, non-cybernetic damage.  There's
still a brain floating around in there.  Then check to see if any specific
cybersystems in the head (cybereyes, an antenna, etc.) got damaged.  Those
get fixed with a Self-Repair Unit.
