It does indeed.  And you are completely welcome to put Cthulu in the Hell of
suicides in your game; just realize that is a *big* departure from the
Deadlands and even the Cthulu mythos.

Which brings up a good point.  Anyone can make their version of Hell as
dangerous and deadly as they want to, but I don't think it's fair to presume
that the product line should match up with your home rules.  I realize it
may seem a bit bizarre to think of your concept of Hell as a "home rule,"
but it's true.  Deadlands includes the concept that well-armed humans have a
fighting chance against demons even in Hell.  The only real trick to
fighting demons in Hell is having a way back home.  ;-)
