I'm sure that even though the grenades of today sit better
 with your 5 blast 
radius then a 10. Though to be fair you have to try and
 remember that the 
setting is almost a century from now. Strides in technology
 and especially in 
weapons should be expected. Hell they had Hover tanks and
 Hover bikes as 
common vehicles that you would see on the streets and on
 the battlefield. Not 
neccesarily in the order I just typed it in. Maybe the
 common grenade in HOE 
contains some ghostrock and that's what gives it a bigger
 blast radius then 
the grenades we're used to. Or maybe Pinnacle just agrees
 with every red 
blooded action movie loving american male out there, that
 big explosions are 
just plain cool. Anywho, that's my thought on it all.

                                                            

Just a minor note, when using grenades a bigger explosion
 isn't necessarily better.  One of the advantages of the
 new baseball vs the old pineapple style grenades is the
 fragments don't travel as far, but are more lethal near
 the grenade.  Thus you don't have to worry as much about
 killing yourself with them.  5 yards would be more likely
 especially with a higher tech grenade, IMVHO
