I don't know, that's just what Shane said, as listed in the Accumulated

A) The bullet acts just like the ghost, it's intangible and won't harm
anyone. What happens to it eventually? I'd say it just fades away. [Shane

I think, though, that this assumes that the Harrowed remains Ghosted while
the bullet is in flight. I'd say if he drops the power, since he made the
bullet intangible it would revert to normal. Of course, if you want an
OFFICIAL answer, ask Shane.
