This was answered officially by Shane some time ago. A power focus lets
you use any combination of powers at a level that doesn't exceed the level
of the power focus. It is not specific to any one power, nor is there a
limit on the number of powers you can use at one time with it (well,
there's a limit of 5, 1st level powers of course).

So someone with a level 5 power focus could have 5 powers running at level
1 (you can activate a power at a lower level if you want/have to), 1 power
at level 5, 1 at 2 and 3 at 1, 2 @ 2 & 1 @ 1, 1 @ 4 & 1 @ 1... As long as
the total is 5 or less.
