You can use the powers at a combined level equal to your Focus level. For
instance, you have  a level 5 Focus and the powers Cremate at 5, Ghost at 2,
and Fast as Death at 1. If you chose to use Ghost and FaD as high as you had
them, you could use Cremate onlt as high as level 2 (Ghost 2 + FaD 1 +
Cremate 2 = 5).
