As he grew mad with power, he found a way to imitate the President and caused WW3.  This allowed Cobra to slowly grow into a force and fortified their hidden base in Denver, c/o Tomax and Xamot.  At the end of the war, the Joe's were decimated and found solice in SLC.

Since no one else has mentioned it yet, lemme just say that this is a kickass
idea, and I'd love to see it developed further.
