OK...  If they are able to possibly run away from the blast radius, than I 
would say yes, with a Dodge roll better than the Syker's Blastin' roll (Good 
luck!!!).

Let's give an example...

My Posse's "Syker With No Name" ( 
http://www.gamersrest.com/gr/deadlands/Baldy.htm ) decides to throw an Arson 
Blast at a Harrowed Professor Stephen Hawking ( 
http://www.hawking.org.uk/home/hindex.html ).  Why?  Well, he's an insane 
bugger that may think Steve is not in control of his demon (Remember folks:  
Listen to your Heart...  Not the voices in your head!).

Now, Steve has a Pace of 4 with his Wheelchair, and "Baldy" (As we call him) 
is able to burst off 8-yard fireballs with his mind...  Poor Steve, no 
matter *HOW* high a Dodge he rolls is pretty much a crispy fellow.

With me so far?  Good.

Let us now figure out that, no, Steve wouldn't be tooling around the 
Wastelands in some beat up electric wheelchair...  He'd have some boss 
Junker-Built Rocket Powered Wheelchair!!!  Pace of 28 without the rocket 
boost!!!  "The Syker With No Name" decides to take out Hawking once and for 
all, and Arson's him again.  This time, Steve is able to roll, and rolls 
like a Professional Craps Shooter trying for Boxcars!!!  He roars out of the 
blast with room to spare, and starts bringing up the weapon systems on his 
boss ride...  Oups, Baldy forgot to put up Forcefield agian...

At least, that's how I deal with it.  Your mileage may vary.
