cite rule zero of any roleplaying game.   the marshall (gamemaster, whatever) 
makes the rules.   in deadlands I believe it is written as "but hey, you're 
the marshall.   you can do whatever the hell you want to and that's official, 
pardner" though I could be mistaken on that.

half the rules marshalls use can;t be cited anyway because the posse can't 
read the section of the book the rule is in.
