[HOE] mods for lack of sleep?

Anyone come up with any rules for mods for lack of sleep (for
non-harrowed, of course). The hard-and-fast rule my group came up with was
-2/day without sleep to all rolls. We're also thinking of doing something
with wind to represent how much easier someone with no sleep gets
fatigued. Either making it slower to come back, or maybe reducing a
person's max until he gets some rest.

Thoughts?
