You could change it to a +4 to resist Overawe, Ridicule and Bluff, and then
make the disadvantage a -4 to Persuasion in that the witch's dark humor
makes others uneasy.

All in all, this talk of witches has me thinking of doing an update to that
AB.  I may use pacts but not in the same way you have.  Hope you don't mind.
