I had the same thought and it was the basis for a list of Junker-tech I had
on my site some time back (never kept it up and inactivity closed it, Was
"Fuzzy's Page"). Some of the devices included a Goo-Gun, Knockout
Bolts/Arrows, EMP grenades, Cloaking Device or Suit, Stun Stick, Healing Bag
and my personal favorite: The Butler or Doctor in a Bag.

I had an NPC that made a living raiding small Combine troupes in the
Rockies. An old back-woods hunter that has EMP arrows built to knock-out the
troupes for enough time to snatch a few rifles or equipment and dig the
chips out so he could sell them.
