I was going to make a reply similar to this one earlier, but then I
remembered that in The Junkman Cometh...

...it mentions in the Marshal's section that the reason that spook juice
never suffers from instability is because the Reckoners provide a subtle
helping hand to any tech spirit in charge of a batch of spook juice that
loses its grip. See, the Reckoners LIKE spook juice since it causes massive
amounts of spiritual pollution (and it keeps road gangs functioning, and it
encourages even MORE conflict over ghost rock, etc. etc. etc.).
My guess is that the Reckoners are so powerful that they can pretty much
mess with most of the Hunting Grounds and its inhabitants as they see fit;
the only possible exception might be some of the really old nature spirits
who were around "back in the day". So, it's not too unreasonable to assume
that the Reckoners could influence, for better or worse, a tech spirit's
hold on a Junker device.
Regardless, I'm pretty sure that except for the spook juice bit, the
Reckoners probably don't care about tech spirits and Junker devices much at
all. Junker tech tends to do a good enough job falling apart on its own.
