Yes, they exist.  They're the spirit world.

The Hunting Ground look largely the same, though there's a lot of pollution
spewing forth into it now what with toxic shamans and spook juice.  Also,
toxic spirits aren't manitous- they're nature spirits that were warped with
pollution, including the spiritual pollution from the bombs on Judgment Day.

I'd imagine the portal (which was definitely mentioned in Ghost Dancers) is
still there, largely because I don't recall seeing anything saying it's not.
