[HOE] [d20] OGC Question

I was just wanted to clarify some items in the Deadlands d20 books regarding
Open Gaming Content.  I understand that Product Identity was designated to
all of the Deadlands background material as well as certain names and
setting-specific feats.  I was wondering if the rest of the non-setting
specific rules are OGC material.  Can someone use the stats for a Colt
Peacemaker or the vehicle combat rules as OGC without violating
copyright/product identity?
