From what I recall, you can activate and maintain any number of
"concentration"-based powers so long as you pay 1 wind each per round to
keep them active. I think this is more explicitly explained in Law Dogs
under the rules for Hexslingers (who often have to keep gobloads of
Concentration hexes active), which is out of print but I think still
available in electronic format. 

I don't think that answers your question, though... given the wide
variety of powers and effects, I don't think you're going to get an
all-inclusive answer to what you can and can't do in ghost form. My
books aren't handy, but I think the other list members can help you nail
down a few guidelines, such as:

In general, purely physical attacks have no effect on someone in ghost
form. Shooting them with normal bullets or using normal melee weapons
just pass right through and hit whatever was behind the ghost. 

Attacks that have some kind of spiritual component or manifestation in
the Hunting Grounds should work just fine - an Indian Brave's club with
Spirit Weapon activated, for example, or Soul Blast - these would do
full damage, and probably wind damage to boot.

What other powers/effects are you having problems with?
