It seems like an ok system. But I'm kind of curious as why you want to
move hucksters to a strain system? Their way of doing things (with the
cards) seems to work well and be balanced.
Sure they can cast as often as they want, but their odds of getting
smacked are higher (they can botch OR draw the black joker) and more often
than not their powers are:
A. weaker (compare soul blast to brain blast or magic fingers to
telekinesis or helpin' hand to touch of the doomsayers)
B. harder to do (how many soul blasts that did something like 2d4 damage
I've seen I can't even count).

If it's to speed things up (doing the whole card shuffling and drawing can
add a bit of time in combat) I can understand. But going to a strain based
system seems to really take away from Hucksters. Part of their background
is the sheer randomness and danger of them either getting off a 7d8 soul
blast or killing their buddy 'cause they tangled with a manitou that was
too big for them.

It's that random chaos factor (as opposed to ordered chaos) that stopped
armies/The Agency/etc. from using hucksters and made them develope the
syker program.
