I'd be disinclined to give a bonus higher than the standard bonus just for
game balance reasons. And it's not necessarily easier to aim your hand
(you don't have nice little day-glow sites on your finger to line up).
Looking at the rules (and lawyering them), I guess technically you can't
because the "drawing a bead" bonus is a shooting modfier and strictly
speaking using a power isn't a shooting roll. Also there is the factor
that your hand doesn't have "sights" for you to line up so you can't
really aim better that way.
So strictly by the rules I'd say no you can't draw a bead with a power.
However, I'm of the mind that drawing a bead is more than just lining up
sights better. It's things like taking a second to lead the target for
speed, waiting for him to pop his head up, or just taking time to aim a
little closer to the head (by using the extra successes you get,
hopefully, to get a good location). So in my personal mind I'd say that
yes you can draw a bead with a power (whether an atomic blast, brain blast
or rad blast. There are a lot of "blasts" in the game...).
Note that (of course) the bead bonus applies only to the to-hit part of
the roll. Not the roll to get the power off in the first place (so powers
like atomic blast where the die result determines the damage don't get
their damage uped by the beads).
