[HOE] Help out a poor foolish marshall?

Okay, I'm looking at my game and realising I may have made a mistake...
The party...
Martial artist mutant
Doomie
Road Warrior
Witch
Tainted Junker
The problem I have is they've got a liiitle too much stuff. They've picked
up huge ammounts of trade goods (They'll pick up ANYTHING. These guys
scoured an abandoned office, couldn't find much of value so took paper. I'm
actually quite surprised they didn't take the filing cabinets too...).
This has given them way, way too much cash to do anything and I need a
believable way of taking some of it (the goods, their food, ideally some of
the RW's spook juice too) from them. I can't really use the old rocket
launcher to the truck trick as it'd break the RW's heart. (he's only any
good in that and I don't want to lose players.)
So... Any thoughts? The bad guys are a mixture, answering to War and
Famine, there's 3 minor servitors operating in various parts of the area
and one guy who's well on his way.
These are:
Dr. Philippe Blackman (Dr, creates cyborgs with evil, manitou-ridden AI.
Big into limb replacement whether it's needed or not... I'm thinking
servitor of War, possibly death. Only killed by his surgical tools or one
of his own 'borgs, which he keeps tightly under control)
Razor (Primitive 'borg. Harrowed with metal plates welded to him and a huge
power-claw [with a one-shot pistol each side of it. Raise on a fighting
roll and he grabs, then shoots for ++ damage]. Psychotic, not sure what to
use to kill him. Any suggestions? Lives in a ghost town, fear level 5,
looks like fear level 0 at first glance. White picket fences and
everything. Just so the party can wonder what's so bad about the place
before a 7' armoured killing machine bursts through a wall.]
Erik Selvey [Servitor of famine. Locks people in crates filled with tinned
food so they starve to death. Some raise as walkin' dead, some as
faminites. Some crates are infected with the faminite disease, some aren't.
The random factor makes it so much more scary... Killed by stoning with his
own canned goods or a weapon made from one of his crates.]
Calebos (Human, dictator/mayor of 'The Free Township of Hillcrest'. Stakes
people out in the desert for the slightest infraction. Rules the place with
an iron grip, his brutal rule alone has raised the fear level of the place
to 5. Imposes harsh taxes too, the population barely have enough food. He
hoards it and trades for goods/weapons with travellers so his militia is
always well armed. Also a studier of huckster magic and has happened across
a set of books called the 'tomes of ascension'... Containing a ritual that
will, in time, elevate him to servitorhood.) [NB. I KNOW the plot where an
evil mayor attempts to perform a ritual contained within the tomes of
ascension has been done before but hey, sue me.]
