I didn't mean to say that cyborgs were in any way
"normal" soldiers.  The point of giving them
Background: Soldier was to reflect the training that
they would have been given as cyborgs.  Even a low
powered infiltrators would have gone through some sort
of standardized basic training.

True, but again, the Agency would have given them some
kind of training that, combined with their experiences
"on the job," would beroughly equivalent to
Background: Soldier.

This I have to disagree with.  While Sykers were never
intended to form anything like the "Syker Brigade" on
Banshee, most Sykers were intended to work in the
field in a fashion not unlike special forces soldiers.
 Further, whether or not they were "intended" to act
as soldiers, they did.  Both Earth Sykers and Banshee
Sykers spent a great deal of time on the front lines. 
This certainly qualifies them for Background: Soldier.
