Yes, that sounds like it could work. Perhaps he poses as a trader now,
and has many valuable things that he only takes canned/preserved food in
trade for.  If people want the food, he'll trade for it- but charge
exhorbitantly for it.  Perhaps the brainer in each settlement that
shells out the most trade bait for food, or the one that whines the most
about hius prices, is the next victim.  On the surface he might look
like a legitimate businessman.  In the back of his truck, behind the
stock,are his crates.

<chuckle> "Stoning" him with his own canned goods.  That's actually not
bad, IMO.  I agree with the little voice. I wouldn't worry about putting
him/her down yet though.  It seems to me that the posse should have a
pretty hard time just figuring out who this person is.  You could keep
this as a background subplot going in your regular game for quite a
while.
