I like this idea, I might do something similar in the next HoE campaign I
run.
My only consideration is this:  What if the player wants to be a road
warrior, 1 belongin point isnt enough to get a vehicle?  I'd likely allow a
car or some such if the player really wanted it.

Question:  What do you do with the arcane backgrounds that dont have a
"Newbie" version?
No one gets to play them?  Or do you limit the powers in some way?

On the whole I really like it!  Do you still allow edges like super
soldier?  What about the soldier edge? Not being able to take a few levels
in rank and the appropriate belongins really lessens the value of the edge,
but I guess thats the point behind the "No veterans" edge as well. Hmmm...
Interesting possibilities.  I might consider not allowing any edges with a
value of 5 either (at least not without specific Marshal permission).
