According to the Rules all a Familier needs is Sensor and Either locomotion 
or VTOL.  Remember familiers aren't just robot pets, they actually have tech 
spirits in them that can act and think(thus no need for Brains) and They get 
statistics drawn for them like any other companion(so no need to build in 
strength or agility using powers). If you want a better agility the Drawn ir 
a better Strength, you could probably build it into the Familier using the 
powers. If you were building an actually android you would need to include 
agility, strength, brains and a bunch more most likly but its not required 
for familiers.
