Yeah, technically, a device needs Locomotion in order to move at all. 
Sadly, this means that it can't move with Pace, it has to move with mph
like a vehicle.  I made up a little patch for Locomotion that would allow
a device to have a Pace equal to its Agility, but I lost it...If I find
it again, I'll post it to the list.
