Instead of a layer you could try a table.  It may have some resolution
issues, but you could use Javascript to check the visitor's resolution and
display a different page accordingly.  I'd also recommend moving the poll
below the listings of things we want to read.  However, it IS nice to see
you're using Dreamweaver instead of the bloated, proprietary crap (which
shall go unnamed *COUGH*FrontPage*COUGH*) many other companies use.
