Beats me.  It's a temporary stopgap solution for Frighty's problem.  I
suppose I could come up with something more official given time, but it'd
probably involve more math...  Given how long the last bit of house rules I
decided to write was, I'd like to tone the amount of unnecessary math down a
bit whenever I make something.
