  I havn't played for a while, but I think the reason
that these modifiers are in effect such as Fear level 
is because everyone is on edge and Grit is used to
reflect experience.  When you've spat in the face of a
werewolf, it's hard to be intimidated by some local
gunslinger.  However, if the modifiers don't seem to
make sense to a particular situation then ignore them.
 Just my 2 cents.
