My God can you say munchkin, That has to be the cheesiest thingI've heard a 
long while.  You can handle this a number of ways.  1)Tell him no, 2)Slap 
him upside the head and tell him no 3)Slap him upside the many times while 
repeating the word no or 4)Do this

Tell him that the Tech Spirits are so proud of what a wonderful device he 
built that they granted him a boon.  They take away the serios flaw that 
they see in the weapon(Tech spirits are all magical and crap and your the 
Marshall), The BAck Blast.   Then he'll have a nice extremely long range 
extremely low power rocket launcher. And if he complains, tell him he pissed 
of the Tech spirits and dont allow him to make anything else for a month or 
two.
