Depends on what most your players might be interesting in running.  Besides 
the two Setting books the rest of the books are generally geared towards 
players.  My Personal thought would be to get Junkman Cometh(because it has 
the most changed rules from the Arcane Background in the main book) then 
maybe either Cyborgs(way more rules for harrowed characters) and/or Toxic 
Shaman(because you dont get any rules on them in the main book).

But its really what you want to do.  I half you players make templars then 
picking up Brain Burners might not be that useful.
