Actually since where talking about Infiltrature Cyborgs and not plain 
harrowed I think all the tech in his body to make him appear human probably 
can alter a little blood flow to a specific Region. Hell he probably has the 
ability to turn it on and off on command.  Sure he'd be shooting blanks but 
With all the radiation in the Wasted West I'm sure there are plenty of 
living men with the same problem.
