Not NECESSARILY a sign of a harrowed.  A potential indicator, but not one
that screams "walking dead man!"  Impotence can be a problem even after the
bomb (and no more viagra available either...well, maybe in Junkyard...for a
price...).

Infiltrator cyborgs probably have some, ah, modifications that circumvent
that particular problem.
