Except you're forgetting that the cyborg programs didn't just include the
ability to make cyborgs, they also included the ability to make HARROWED as
well.  There were cyborg volunteer programs in many militaries.  It's easy
to crank out lots of cans when you have people lining up to sign extended
military contracts.  Also, if someone dies on the battlefield, you can
always scoop'em up (if done quickly enough) and convert them into cyborgs as
well.
