Foil is based on a manitou attacking other manitous - so Templars, Shamans, 
Blessed, and Sykers are immune to it.

Fu, Librarians and Witches I would say are also immune.  Junkers and 
Voodoo, I'd say yes as you are directing the manitou to attack, not another 
manitou, but the spirit/loa powering the spell.
