Since you mention ghost rock missiles, I'd say that all mad scientist
devices would probably have a technology spirit inside...just an odd one.
I'm not sure that I'd label them as Damaged Goods; the ghost rock missile
Gun Spirits are all twisted because they were exposed to a few billion
g-rays upon detonation, not because they were a product of New Science.

The problem is that I don't think there were many mad scientist devices
around when the bombs fell, so I doubt that many of the tech spirits would
be created from such devices.  In the 21st century, mad science seemed to be
the exception, rather than the rule.

Of course, if you REALLY like the idea of mad tech spirits, you can say that
any device built with side-effects in it is home to a tech spirit of mad
science ("Y'know, there's always just something a little not right about
those guys...").
