[HOE] Tech Spirits

I have a query that I can't seem to find an answer to in The Junkman Cometh.
Tech Spirits are present in technological items and are stronger in
individiually made items that the creator/ owner cared for and looked after.
The question is, does that include mad scientist devices? They meet the
criteria for having strong tech spirits, but I don't know if the manitou
influence would stop them forming?

The closest I can find are the Nuke spirits mentioned, but it's not clear if
they're pure science nuclear missles or ghost rock nuke gizmos. (Feels weird
to label a nuclear missile as a gizmo!)

If tech spirits were inside gizmos and now live in the Hunting Grounds,
would they be different from 'normal' tech spirits? I'm thinking powerful
yet unreliable, and maybe Tainted in some way, since the majority of them
were weapons of one kind or another.
