I would think that the Combine's relationship to the Templar's would be
of the happy-fuzzy sort compared to what they feel about either faction
of the Cult of Doom. Why? Well, the Templars don't have a Miracle that
makes all their equipment either stop working or explode. 

However, I don't think the Combine has actually come into a lot of
contact in the current HOE storyline, so they probably don't know just
how much damage the EMP miracle can do. I think they'll find that out
when the Combine finally decides to push westward into Nevada. 

So, I guess what I'd do is I'd play the Combine in Apocalypse Now have
no clear idea of what either sort of Doomsayers are capable of. So that
might make them extra-cautious, or they might underestimate the
Doomsayers. Either way, once they find out what Doomsayers can do (EMP,
Nuke, etc.) I think they would very quickly decide to put them on the
top of their "Shoot First" list, way way above Templars.
