first off no one ever has to take any edges.  I can write a character 
history that claims I've been all over the Wasted weest 1 million times and 
back but still not take the Veteran of the Wasted West Edge.  As for the 
soldier Edge.  It states it is for people that have had 10 or more years of 
Experience in the Army(thus why you have to be over 41, if you were a just 
drafted write before the bomb dropped you cant take this edge, you would 
probably only be in you thirties)  Personally I think this edge is pretty 
balanced(its not perfect).  I think the major reason to take it is for 
starting characters to get skills above five(except for those who allow the 
ultra munchkin cheese Veteran of the Wierd West Edge) and combined with 
Veteran of the Wasted west can make a pretty good character. True that would 
mean 2 or 3 draws on a UBSOP Table (My posse's nickname, Ultra Bad Screw 
over Players Table) but if you think about it the character not only 
survived 10 years of active duty during a war that led to the APOCOLYPSIS, 
he also has been out kicking ass ever since then, hes bound to have some 
problems.

One Special note.  When one of my players has to draw on multiple UBSOP 
tables(such as getting jokers or from Veteran edges) I usually fudge the 
cards so that they only get one physical handicap(lame, bad eyes, horrible 
physical mutations) and the rest effect them Psychologically(Addicitions, 
Night Terrors, Flash backs) or Socially(enemies and/or dependents)
