I'd say that a Harrowed shouldn't have much of a problem improving
his/her Mental traits. The brain is still somewhat active, and the
physical changes involved in remembering things seem to e nebulous enough
to not cause harrowed to have amnesia for eternity, so they should be
able to build new neural pathways.
As for the physical traits, there's a lot one can do in those fields that
doesn't involve altering the body permanently. Look at it this way:
people on PCP exhibit greatly nicreased strength, but they don't gain any
muscle mass. The reason for this is that the drug makes their brains so
dumb that they don't know when to stop tensing muscles. The result is a
lot more strength, but some pretty heavy damage is done to the musclature
in the process. If the harrowed don't have to deal with the pain
afterwards, and if ther bodies will return to the "death" state of having
unstrained muscles, they should be able to learn how to push that
envelope. For a less extreme example, martial artists learn how to use
their bodies in such a way as to get more strength than normal out of
thier muscles.
