I actually might have figured it out.  I THINK the way it goes is take the
Frame and subtract six, then divide by 2, rounding up.  So, a motorcycle is
7 - 6 = 1, then 1/2 = 0.5, rounded to +1.  An SUV is 12 - 6 = 6, then 6/2 =
+3.  I think that works.

I guess it just works in reverse for smaller things.  A Frame 3 drone would
be 6 - 3 = 3, then 3/2 = 1.5, rounded to -2.  That actually works out for
everything I've seen, including the recon drone in the back of The Junkman
Cometh.
