[HOE] About Rules of Engagement...

Hiya All,

I was just thinking about the rules of engagement, and a thought ran up and
began to smack me about the head.

Some of the Rules give your can an ability or skill that they wouldn't
normally have, such as the Abomination Hunter/Investigation one which gives
your can Academia: Occult at level 4.

Now, if I have this particular Rule permanently negated (through whatever
means), does that mean I lose access to the other side of the Rule (in this
case the Academia: Occult)?

On a similar vein, during character creation, I can take the Edges of Rank
and Emancipation, both of which cancel existing Rules, but how are the
cancelled Rules determined?

The initial Rules are randomly determined, so are the cancelled Rules
likewise determined randomly, or can I chose which ones to 'lose'?
